DOMINIQUE DURHAM APPOINTED AS DEPUTY PERMANENT SECRETARY

Providenciales, Turks and Caicos Islands, 23rd June 2023 – The Office of Deputy Governor of the Turks and Caicos Islands is pleased to announce Mr. Dominique Durham's appointment to the Deputy Permanent Secretary post within the Ministry of Physical Planning and Infrastructure Development, effective 1 July 2023.

Mr. Durham completed his tertiary education in London, United Kingdom, where he obtained a Bachelor's degree in Quantity Surveying and Commercial Management with 1st Class Honours from the University of Greenwich and a Master's degree in Quantity Surveying specializing in construction law and dispute and conflict management from London South Bank University. Mr. Durham is a licensed Charted Quantity Surveyor and successfully maintains a Royal Institute of Chartered Surveyors (RICS) membership. Membership with RICS is highly coveted as its members uphold an unwavering commitment to act in the industry's highest level of professionalism and ethics.

Before returning home and joining TCIG, Mr. Durham held substantial posts in London's private sector, including a post as Surveyor with Coldwell Banker Richard Ellis (CBRE Limited). As Surveyor, he led a team that represented and advised significant lending institutions on project funding for major projects before and during development. His duties included due diligence reporting, development appraisals, project monitoring, and contract administration on projects valued from 60 million GBP to 450 million GBP in construction costs. Mr. Durham managed projects across Central London and throughout Malta.

Mr. Durham returned to the Turks and Caicos Islands and joined the service in 2017 as a Senior Quantity Surveyor. Shortly after his return, he played a vital role in the recovery and rebuilding efforts of the Turks and Caicos Islands Government (TCIG) following the passage of two (2) major hurricanes, Irma and Maria. In 2021, he was promoted to Director of Housing and Community Renewal, where his main objectives were to recruit fully functional and qualified staff, serve as the senior technocrat in developing a national housing policy, and create an implementation plan to establish the housing policy.

When asked about his appointment, Mr. Durham provided the following statement:

"I would first like to thank God for blessing me with another opportunity to excel within my career and profession. Gratitude is also extended to my mother, father, and all other loved ones and colleagues who have supported me throughout this journey.

This role will enable me to continue illustrating and applying my professional expertise within the Ministry of Physical Planning and Infrastructure Development. This is all to successfully deliver all public sector projects and effectively contribute to the overall planning and development of the Turks and Caicos Islands.

Acting Governor and Head of the Public Service, Her Excellency Anya Williams, in extending congratulatory remarks to Mr. Durham, stated:

Mr. Durham has an extensive background in the development industry and brings with him a wealth of government and private sector knowledge. His appointment is a testament to a student's true mandate: to educate and equip themselves as Turks and Caicos Islanders to return home and step into critical public and private roles.

Since joining the service, Mr. Durham has become a vital and dependable asset within the Ministry of PPID, having led the production of a National Housing Policy. In his new role, he will manage the policy from a senior executive level to ensure its smooth and accurate implementation. I am confident in the capabilities of Mr. Durham and his ability to lead large projects and initiatives.

With two new Deputy Permanent Secretaries for the Ministry of Physical Planning and Infrastructure Development in the persons of Mr. Durham and Ms. Williams, having recently been appointed, I continue to be pleased with the investment we are making to strengthen our senior executive team further as we work to improve efficiency and delivery in the TCI Public Service.
